Common rules, from one data space to the next.
Onecub coordinates and contributes to European work on rulebooks, within the DSIF and the Data Spaces Support Centre (DSSC).

- The DS4Skills rulebook
Every data space writes its own rulebook. For data to flow between them, those rules must speak the same language.
A use case that spans two sectors, such as media and skills, soon runs into roles, membership conditions and controls that do not match. Common standards avoid renegotiating everything each time.
Our contributions.
We start from real cases, DS4Skills first, and feed what works into shared standards.
- The DSIF working group on rulebooks. Born from the work on the DS4Skills rulebook, it brings together data spaces from several sectors, starting with media and skills, to write rules that work from one data space to another. Onecub launched it and coordinates it with Prometheus-X and Visions.
- The DSSC Rulebook Accelerator. From September to October 2026, the Data Spaces Support Centre brought fourteen data spaces together to build a common rulebook template: roles, levels of rules, rule records. Onecub contributed the DSIF’s input.
- From rulebook to runtime. Which rules can a machine check, and which need a human audit? We present our method at the Gaia-X Summit 2026, drawing on more than one hundred DS4Skills rules.
What these standards bring.
A rulebook that is quicker to write, easier to check, and compatible with those of other data spaces.
- Common roles: the same names and responsibilities from one data space to another.
- Layered governance: what belongs to the common core, to the sector and to each data space.
- One record per rule: its objective, its owner, its control and its evidence.
- Assurance levels: the right control for each rule, from self-declaration to automated checks.
